Once you start your Ph.D. you typically enter in an academic environment and get too immersed into it — keeping a track of recent advancements in your domain, conceiving ideas that advance the state of the art, designing and conducting experiments to test your hypothesis and ensuring that your findings are properly reported in a peer-reviewed venue. Once your work is published, you get busy communicating it by attending conferences, workshop and in general delivering talks at various intellectual platforms.
